State regulators to vote on PG&E smart meter "opt-out"

In a move being closely watched by utilities across the country, state regulators are expected to vote Wednesday to give PG&E customers the right to "opt out" of having a smart meter and keep their old meters -- for a fee.
The opt-out proposal, crafted by California Public Utilities Commission President Michael Peevey after months of discussion and debate, comes after a year of highly organized protests by consumers opposed to smart meters because of concerns about their accuracy, privacy implications and impact on health.
Customers who want to opt out of smart meters would be required to pay a $75 fee and a monthly charge of $10. Low-income customers would pay an initial fee of $10 and a monthly charge of $5. The fees are to cover the costs of installing analog meters on homes that have smart meters but want to switch back, as well as the labor costs of paying workers to read the analog meters each month.
Vast network
Pacific Gas & Electric plans to install about 9.7 million smart meters on homes and businesses throughout its vast Northern California territory. So far, about 90 percent of all smart meters are installed, with deployment on track to be completed by the end of this year.
It's unclear how many of PG&E's more than 6 million customers will pay to keep their old meter. Many smart meter opponents fiercely oppose having to pay to keep analog meters, and others say they
cannot afford the fees.
"Yes, we want the analog meters," said Sandi Maurer of Sebastopol, who opposes smart meters because of health concerns and does not have one. "But we are beyond mad about the fees. This is extortion. I'm being asked to pay for a meter that I already have."
PG&E says about 90,000 residential customers signed up on its "delayed installation" list to avoid getting a smart meter, according to data PG&E compiled through mid-January. The delay list was put in place after millions of meters had already been installed and does not include customers who have smart meters and want them removed.
In Santa Clara County, just 1.9 percent of PG&E customers are on the delayed installation list. The percentages are far higher in other parts of Northern California: 11.8 percent of PG&E customers in Santa Cruz County and 12.7 percent in Mendocino County.
While some customers are concerned that smart meters have led to erroneous bills or that their personal energy consumption data is vulnerable to hacking by outside parties, many of the critics have focused on health concerns. A small but well-organized group of PG&E customers worry that electromagnetic radiation from the meters' wireless mesh network is causing migraines, nausea and other health issues. They have protested on the Carmel lawn of PG&E Chairman Lee Cox, blocked trucks belonging to PG&E contractors in Sonoma County and flooded state regulators with their concerns.
Plans expected to pass
PG&E, staffers with the PUC, local communities and numerous consumer advocacy groups have spent months wrangling over a variety of opt-out plans, how much it will cost and who should pay for it. The proposal being discussed Wednesday has been revised three times and is expected to pass. More than three dozen cities, including Santa Cruz and Sausalito, have passed local ordinances opposing smart meters, and
regulators must decide if entire communities could opt out in a future proceeding.
"Is 'community opt-out' a condo complex, a city or an entire county?" said Jim Tobin, an attorney who represents Marin and Santa Cruz counties. "And how does an opt-out apply to someone who lives in an apartment building?"
While some questions remain unanswered, state regulators say consumers have the right to opt out of smart meters for any reason.
"Eligibility to opt out of receiving a wireless smart meter is not predicated on whether the meter has affected the customer's health," reads the 41-page proposed decision.
PG&E's smart meters use embedded software that records electric use by the hour and transmits the data to a nearby data collector, which then relays the information directly to PG&E through a secure wireless network known as RF (radio frequency) mesh, giving the utility and consumers up-to-the-hour data on their electricity consumption.
"We believe in individual choice for our customers when it comes to the meters at their homes," said PG&E spokesman Greg Snapper. "We will support the CPUC's decision and work quickly to put in place any alternative."
Energy rates
Once smart meters are installed, utilities will be able to offer "time of use" pricing, which will charge consumers higher rates for energy used during peak hours -- typically late afternoon and early evening -- and lower rates during off-peak hours.
Smart meters have been widely heralded as a way to bring greater efficiency to the nation's electrical grid.
But as utilities across the country have installed them, the consumer backlash has taken the industry by surprise.
Last year, the Maine Public Utilities Commission passed a landmark decision that allows the 612,000 customers of Central Maine Power to opt out of smart meters, also for a fee. In Maine, customers can keep their current analog meters for a one-time charge of $40 and a monthly charge of $12.
"About 8,000 customers have opted out so far," said John Carroll, a spokesman for Central Maine Power. "That's about 1.3 percent."
Though smart meter opposition has cropped up around the country, protests have been most vehement among PG&E customers. Wednesday's vote at the California PUC only covers PG&E customers, but opt-out scenarios are also being considered for San Diego Gas & Electric and Southern California Edison. State regulators in Nevada could vote on an opt-out proposal for customers of NV Energy as early as February.

War on Iran & Syria: What They Are NOT Telling Us
If we were about to launch a massive attack and wage war on nuclear armed Russia and China, there would be mass fear, panic, and widespread knowledge that the END would be upon most of us....that the resulting counter-strike from Russian and Chinese nuclear forces would kill most of us. However, we are rapidly approaching war with Iran, a nation that can deliver the same level of death upon Americans, Canadians, Europeans, etc. that the combined nuclear weapons of Russian and China can deliver. Yet, most people do not understand the real and present grave danger to themselves and their families, neighbors, co-workers, etc. We remain focused on the stock market, the price of oil, the next election, sports, etc., and fully expect to see 2013 and beyond.
We have been conditioned, by seeing films of mushroom clouds and images of nuclear destruction in Japan at the end of WWII, to have some understanding of the horrific effects of a nuclear war. We have NOT been conditioned to understand the effects of Twenty-first Century advanced biological war. The kill numbers are very similar, just with biowar you don't get the "big bangs", the mushroom clouds, the nuclear bombers, the ICBMs, etc. Just sub-microscopic genetically engineered super killer viruses that we have absolutely no defense against, delivered in secret, with a slow horrifying unstoppable migration through the global human population. All the fear of a naturally mutated form of "bird flu" that might kill tens of millions is simply "child's play" compared to multiple designer military viruses that are built to kill in the many hundreds of millions to billions of people globally.
It costs approximately US$1 million to kill one person with nuclear weapons-of-mass destruction but only approximately US$1 to kill one person with biological weapons-of-mass destruction. Bioweapons are truly the "poor man's nukes". The Iranians are known to have a biological weapons program and they, and their allies, certainly have the means to deliver biowar agents into the Israeli and European and North American homelands. Bioweapons do not have to be dispersed via missiles or bombs, they are perfect for non-traditional normally non-military delivery systems. Being very small (there are, for example, typically approximately 40 million bacterial cells in every gram of soil and massively more viruses in the same gram), they lend themselves to an enormous variety of non-detectable methodologies for delivery and use in war, both regionally and globally.
What is being missed here, with all the talk of Iran developing nuclear weapons or not (depending on one's viewpoint), is that Iran is already a state that possesses WMD. HELLO, ANY WAR WITH IRAN IS HIGHLY APT TO INVOLVE LARGE SCALE DEATHS THROUGHOUT THE WORLD DUE TO THE NATURE OF THE IRANIAN WMD THREAT. Hello again, this means that YOU...the person reading this...is apt to die from biowar in event of a war with Iran!
We are in a MAD....mutually assured destruction....pre-war state with Iran, just as we are with Russia and and to a lessor extent with China when it comes to nuclear weapons. A famous line from the movie "Wargames" (referring to engaging in nuclear war and the odds of "winning" such a war) is "the only winning move is not to play". Sad to say, this does not seem to have any bearing on the apocalyptic strategy of the neocon push for war with Iran.
The nature of biowar is that it is a "gift that keeps on giving". Once released, advanced recombination DNA based viral bioweapons will continue to spread and kill and kill ....regardless if Iran (and its ally Syria) are but a sea of green radioactive glass devoid of all life. With advanced biowar agents, it is not the quantity that counts but the quality; humans themselves become the vectors and delivery systems of the bioweapons. It does not require large amounts of weapons running into the millions or billions of tons of high explosives; nor does it require ICBMs and cruise missiles and $100 million dollar warplanes to deliver the bioweapons. A very small group of human assets, prepositioned with small amounts of easily hidden biowar weapons (submicroscopic viruses), in the Middle East, Europe, Canada, and America can begin the process that will result in the deaths of hundreds of millions or even billions of human beings. When you get right down to it, does it matter if you die from some exotic bioengineered hemorrhagic fever or from radiation poisoning/nuclear blast .......dead is still dead.
To begin to understand the truly horrific nature of the biowar threat, one only has to look to history for some "mild" examples. The Black Death bubonic pandemic, believed caused by the bacterium Yersinia pestis, is estimated to have killed between a third and two-thirds of Europe's population after it spread to Europe in 1347 from South-western/Central Asia.
Yersinia pestis, being a bacteria is massive when compared to a virus, and is easily treated with modern antibiotics. However, the Soviet Union's Biopreparat organization turned Black Death from a medieval plague into a 20th Century bioweapon. The Yersinia pestis bacteria was exposed to every then-known antibiotic, in a process that any advanced high school or early undergraduate college level biology class student could undertake, and the resulting antibiotic resistant Y. pestis was bred and loaded into a small number of Soviet ICBMs aimed at America. The resistant Y. pestis had also been exposed to various levels of radiation to "radiation harden" the bacteria. The intent was to hit American survivors of a nuclear war with a new and untreatable form of Black Death that itself could survive the effects of nuclear fallout.
As frighting as a totally antibiotic resistant Yersinia pestis bacteria is, it remains "child's play" compared to the more advanced recombination DNA technology used in most biowar programs. This typically involves the recombining of viral DNA into new virus, "designer virus". The Soviets, years ago, engineered a new virus that combined elements of Smallpox and Ebola. With the genetic engineering of viruses those doing the "designing" can engineer into the virus a wide number of different characteristics. For instance, an advanced hemorrhagic fever can be designed to be: airborne (capable of being transmitted via sneezing), with a very small amount of viral material required to infect a human host, with a incubation period of 14 days or longer, with most of the incubation period that is both highly contagious and at best looks like a mild version of the common cold, with the resulting hemorrhagic fever having a mortality of 90% or more.
The same technology can be used to create a large number of different viruses which can all be released on a target population at the same time, vastly complicating detection and containment and treatment programs. In fact the normal research and development process used in genetic engineering results in a large number of different new viruses.
Those nations not directly involved in a strike upon Iran, that is most of the rest of the world, will nevertheless face massive deaths within their nations...they will lose more of their citizens to the war, that we are about to unleash, than they lost in World War II and ALL THE OTHER WARS IN HISTORY COMBINED. Needless to say, this will have a profound effect on their actions towards those nations who have started the mess in the first place. The global military, political, economic, and medical chaos resulting from global biowar will make the use of nuclear weapons a likely outcome as America, the United Kingdom, France and other nations starting the war will be seen as out-of-control "mad dogs" who have unleashed World War III. The Book of Revelations speaks of one-third of the world dying, in the Final Battle, from plague ....biowar; and another one-third of the world dying from "wormwood"....which we now know to be nuclear war effects ...Chernobyl, which comes from the Ukrainian word "chornobyl", translates into wormwood (or its close relative mugwort). (Chernobyl is the site of a massive uncontrolled nuclear meltdown disaster in the Ukraine on the 26th of April 1986).
We are in a period of extreme danger to us all. Even more dangerous than the Cuban Missile Crisis of the 60s. Yet far too many people are so uneducated as to the real dangers from advanced Twenty-first Century biowar that they are totally blind to the profound risk to their own lives.

The Ongoing War on Iran ~ link ~ The way in which the growing confrontation with Iran is being sold by the US, Israel and West European leaders is deeply dishonest. The manipulation of the media and public opinion through systematic threat exaggeration is similar to the drum beat of propaganda and disinformation about Iraq’s non-existent weapons of mass destruction that preceded the invasion in 2003.
The supposed aim of imposing sanctions on Iran’s oil exports and central bank, measures officially joined by the EU, is to force Iran to abandon its nuclear program before it reaches the point where it could theoretically build a nuclear bomb. Even Israel now agrees that Iran has not yet decided to do so, but the Iranian nuclear program is still being presented as a danger to Israel and the rest of the world.
Panetta believes Israel will attack Iran this Spring ~ link ~ United States Secretary of Defense Leon Panetta believes that Israel will attack Iran in April, May or June, the Washington Post reported Thursday.
According to the report, written by the paper’s senior opinion writer David Ignatius, Panetta is concerned that Israel will launch an attack before Iran enters the so-called “immunity zone” when its nuclear facilities will be heavily fortified and a military strike will no longer succeed.

Iran has completed the development of a nuclear weapon and awaits nothing more than a sign from Supreme Leader Ayatollah Ali Khamenei to start assembling its first nuclear bomb, said Israeli Military Intelligence Chief Major General Aviv Kochavi on Thursday, February 2. Assembling a bomb would take up to a year, Kochavi estimated. With 100 kilograms of uranium enriched to 20 percent grade and another 4 tons of uranium enriched to 3.5 percent already in stock, Iran would need another two years to make four nuclear bombs.
Therefore, by the end of 2012 or early 2013 Iran may have a single nuclear bomb, but by 2015 the figure would jump to four or five.

BAD NEWS TURNS WORSE AT SAN ONOFRE AS PIPE DEFECTS FOUND IN BOTH UNITS ...
Southern California Edison (SCE), operator of the San Onofre Nuclear Generating Station, continues to plan for the repair of the steam generator tube leak in Unit 3 following a precautionary shutdown Tuesday. Some locals reported seeing a steam cloud rising from the plant after the event as they contacted local news stations worried about potential leaks and odors as the lingering haze lifted up into the sky.
The generators siphon heat from a reactor’s core and convert it into steam, which in turn spins turbines and produces power. The failure occurred despite a recent multi-million dollar project to replace the generators on both reactors.
The water leak occurred in the thousands of tubes that carry heated water from the reactor core through the steam generator, a 65-foot-tall, 640-ton piece of equipment that boils water used to drive the unit’s turbines. The NRC said sensors showed a tiny amount of radioactive gas leaked out of the containment dome before the reactor was shut down late Tuesday. The steam system, which is supposed to be shielded from exposure to radiation, was replaced in December 2010.
The company said it believes at least some of the thousands of thin tubes inside the generator burst, allowing radioactive reactor coolant to mix with nonradioactive water used to make the steam that generates power at the plant.
The facts remain unclear and will stay that way until engineers can cool down the reactor and enter the Unit 3 structure to begin probing each individual tube, they won’t know how extensive the damage is, officials said.
The leak in the reactor’s primary radioactive steam system appears to have contaminated the secondary non-radioactive steam system that drives the plant’s turbines. In addition to the leak, other tubes appear to be damaged, an NRC spokesman said.
The development is extra vexing as Edison recently spent millions of dollars replacing both reactors’ steam generators. A steam generator functions like a car’s radiator, removing heat from a nuclear reactor‘s core and converting it into steam that spins the plant’s turbines, generating electricity.
Hot, slightly radioactive water pumps through the tubes day and night. Cool, nonradioactive water is pumped around these tubes, and flashes quickly to steam, which travels out of the plant’s massive concrete containment domes to the electricity-generating turbines.
A leak in one of these thin tubes would allow radioactive water to mix with the nonradioactive water that gets turned into steam.
Alexander said radiation monitors at the plant did detect an increase in the radioactivity of the steam water that pumps through the generator. But he said that the amount of radioactivity is small.
“We detected a slight increase in radioactivity, but it’s still within acceptable levels,” Alexander said.
Each steam generator can contain as many as 16,000 tubes, each about 0.75 inch in diameter. The hot, pressurized water flowing through the tubes heats non-radioactive water outside the tubes. The resulting steam is used to turn turbines to make electricity.
According to the NRC, the tubes have an important safety role because they represent one of the primary barriers between the radioactive and non-radioactive sides of the plant. If a tube breaks, there is the potential that radioactivity from the system that pumps water through the reactor could escape into the atmosphere.
Edison did not respond to a question Wednesday about who will be financially responsible for fixing the break, since the units steam generators are nearly brand new.
The Unit 3 reactor returned to full power in February 2011 after it was refueled and its two aging steam generators were replaced. The plant’s other reactor, Unit 2, had similar work.
The total retrofit cost more than $670 million.
A spokesman for the Nuclear Regulatory Commission said there were also signs of damage to multiple tubes in a second reactor, which is offline for maintenance.
“They found indications of excess wear of 30 percent of the thickness of that metal tube in only a year and a half, which is very unusual, and they are attempting to identify the reason.” said NRC spokesman Victor Dricks.
Alexander was unable to confirm early Thursday that damage had been found in unit 2′s steam generator tubes. He also was working to confirm that alarms were tripped in the auxiliary building near unit 3, indicating a release of a small amount of radioactive gas.
One of the most concerning aspects was that “many” tubes that carry pressurized radioactive water were damaged, according to a spokesman for the Nuclear Regulatory Commission.
It’s not clear what caused the pipe to fail, or whether the company was facing an isolated break in a single alloy tube or a manufacturing defect that might be at issue elsewhere in the massive plant tube system.
This might mean there is a now a worry about the possibility that San Onofre has purchased 4 faulty steam generators from Mitsubishi, and the financial costs to replace them might prevent the plant from restarting.
Southern California Edison said a manufacturing defect was reported by Mitsubishi before delivery of two generators from Japan — but that the equipment was retested by the manufacturer and plant operator and determined to be fine before installation at the southern reactor.
The potential leak was detected about 4:30 p.m., Southern California Edison said. Operators shut the plant down and isolated the component that contained the leaking tube within four hours of detecting the indications.
NRC Spokesman Dricks said radioactive gas that leaked from that tube in the plant’s steam generator was vented into the auxiliary building. The radiation was detected by monitors in that building, which is separate from the sealed structure that houses the reactor.
This lack of information is not a new phenomenon for SCE. The company has not always been transparent about discussing the problems at their plants, according to Daniel Hirsch, who lectures on nuclear policy at the University of California, Santa Cruz. Hirsch said he was concerned that the problem occurred with recently installed equipment.
“Edison has historically not been candid about the problems at San Onofre. That lack of transparency causes tremendous distrust and increases risk,” Hirsch said.
“It makes one wonder about the quality assurance for the replacement equipment,” he added. “This is not due to old equipment breaking but new equipment that wasn’t up to snuff in the first place.”
An alarm alerted station personnel to the presence of radioactivity in the ancillary structure, and they immediately began shutting down the reactor, according to Nuclear Regulatory Commission spokesman Victor Dricks. Dricks said that sensitive alarms were tripped in an auxiliary building near San Onofre’s unit 3 reactor after the leak was detected about 5:30 p.m. Tuesday, indicating that at least some radioactive gas escaped unit 3′s containment dome.
A Plant spokesmen said Wednesday that radioactive water was passing through a crack inside the generator at a rate of 80 to 100 gallons per day when Edison began shutdown procedures.
He said engineers spent Wednesday drawing up plans on how they would pinpoint the leak while they waited for the reactor to cool enough to enter the Unit 3 containment dome.
The commission has cited the plant for a series of safety violations over the past four years, and many of those lapses were blamed on human error.
“The feeling is that they’re not making the kind of improvement that we want to see. so we want to take a deeper look at what could be contributing to that,”
commission spokesman Victor Dricks – November 2009
Public frustrated by downplay over details approach
Victor Dricks, a spokesman for the NRC, said a small release could have occurred because the leaking component at San Onofre’s Unit 3 reactor vents into a building outside the reactor’s towering containment dome. That building is not sealed or pressurized, he said.
“We know that it vented some radioactive gases into the auxiliary building because that’s what triggered the radiation alarm that told them they had a leak,” Dricks said.
This was in contrast to the original statement from Edison on Wednesday saying, “There has been no release to the atmostphere”.
When asked, Southern California Edison spokesman Gil Alexander did not directly address why the plant used the language it did. He emphasized the relatively minor nature of the incident.
“I can’t speak for the NRC but we would agree that there might have been an insignificant or extremely small release,” Alexander said. He said the amount might not be detectable by monitors.
Neither the NRC nor Edison were able to supply the amount of radiation detected in the auxiliary building. The NRC is continuing to investigate Edison’s response to the incident.
Contract Worker Work Incident
New findings also emerged about an unrelated accident on Friday, when a contract worker slipped into a pool above the unit 2 reactor, now offline for maintenance, while trying to retrieve a flashlight.
The man, whose name Edison declined to release, was not injured from the fall, but might have ingested the mildly radioactive water, Alexander said. No internal contamination was found.

U.S. Rep. Ken Calvert, whose district includes the San Onofre plant, said his office was notified about the leak about three hours after the precautionary shutdown. The first word came from federal regulators through email, followed by the company five minutes later.
The plant’s Unit 2 reactor has been offline since mid-January for maintenance, and Unit 1 was decommissioned in 1992. Thus, the plant is currently not contributing any power generation to the grid.
San Onofre Headaches
This was not the first time a leak-scare has occurred at the San Onofre plant. In November 2011, a level 1 alert was issued at the plants but the appropriate alarms did not go off.
San Onofre just finished replacing both steam generators attached to Unit 2 and 3. Many other plants of similar design have conducted similar upgrades, but none, according to the NRC, has had a rupture after being installed.
The leak is not Edison’s first problem with the new steam generators.
In September 2009, Edison met with NRC officials to discuss weld defects that were detected in both of the 640-ton crucibles.
The utility notified the NRC in August 2009 that the replacement generators for Unit 3 had developed cracks in a weld that connects a 5-inch-thick steel plate that supports each generator’s innards.
Inspections found that use of a special metal-gouging tool caused the welds to become brittle and crack. Mitsubishi Heavy Industry, the company that built the generators for Edison, fixed the cracked welds, and they passed NRC inspection.

Decay heat is being removed thru the main steam bypass valves into the main condenser. Main feedwater is maintaining steam generator level. No relief valves lifted during the manual trip. The plant is in normal shutdown electrical lineup.Unit 2 is presently in a refueling outage and was not affected by this event.The licensee has notified the NRC Resident Inspector. As workers prepared Thursday to inspect a leaky tube in one of the San Onofre nuclear plant's reactors, federal regulators said sensors showed a tiny amount of radioactive gas may have leaked out of a building near the reactor, which was shut down late Tuesday.

As workers prepared Thursday to inspect a leaky tube in one of the San Onofre nuclear plant's reactors, federal regulators said sensors showed a tiny amount of radioactive gas may have leaked out of a building near the reactor, which was shut down late Tuesday.
And a spokesman for the Nuclear Regulatory Commission said there were also signs of damage to multiple tubes in a second reactor, which is offline for maintenance.
A spokesman for plant operator Southern California Edison was working to confirm both NRC statements Thursday.
All four of the plant's steam generators, and their tubes, are less than two years old, installed after being delivered to the West Coast by the Japanese manufacturer of the generators, Mitsubishi Heavy Industries.
"They have inspected 80 percent of the tubes in one of the steam generators at unit 2," said NRC spokesman Victor Dricks. "Two of the tubes have thinning so extensive that they need to be plugged and taken out of service. Sixty nine other tubes have thinning greater than 20 percent of the wall thickness, and a larger number have thinning greater than 10 percent of wall thickness."
Dricks said that sensitive alarms were tripped in an auxiliary building near San Onofre's unit 3 reactor after the leak was detected about 5:30 p.m. Tuesday, indicating that at least some radioactive gas was present.
Both Dricks and San Onofre officials said any release would have been extremely small, posing no hazard to workers or the public. Detectors elsehwere on the property picked up no signs of radiation above background levels.
"Had there been any change in radiation levels elsewhere in the plant, Edison would have immediately taken the appropriate steps, such as declaring the first of the four levels of emergency used by the industry," said Edison spokesman Gil Alexander.
New details also emerged about an unrelated accident on Friday, when a contract worker slipped into a pool above the unit 2 reactor, now offline for maintenance, while trying to retrieve a flashlight.
The man, whose name Edison declined to release, was not injured, and did not suffer harmful radiation exposure, but might have ingested the mildly radioactive water, Alexander said. No internal contamination was found.
Alexander was unable to confirm early Thursday that damage had been found in unit 2's steam generator tubes. He also was working to confirm that alarms were tripped in the auxiliary building near unit 3, indicating a release of a small amount of radioactive gas.
Meanwhile, the unit 3 reactor, shut down by operators Tuesday as a precaution when the generator-tube leak was detected, will likely be cool enough for workers to enter and begin their inspection Thursday.
Normally, water that is heated by the reactor and flows through the tubes is kept separate from another loop of water, from another source, inside the steam generators.
Instead, the tubes are immersed in the water inside the steam generators, heating the water, which turns to steam that powers the plant's turbines to produce electricity.
But a small leak in one of the tubes could have allowed radioactive water circulating from the reactor to mix with the water in the steam generator.
If so, it could have resulted in the escape of a small amount of radioactive gas.
Although both of San Onofre's reactor units are now offline, with no word on how soon unit 3 can be restarted, Alexander said Edison has "ample reserve power" to supply customers.
Activist Gary Headrick, founder of a group called “San Clemente Green” that advocates shutting down the nuclear plant, said the leak will likely raise questions about the plant’s safety — though Edison has made repeated assurances.
Of special concern, he said, is the fact that new steam generators were recently installed in both reactors.
“These are brand-new generators, less than a year old,” Headrick said. “It’s not looking like a very good investment.”
Environmental groups also criticized San Onofre officials in November for delaying by an hour notification of the public about a non-radioactive ammonia leak in a storage tank that prompted some worker evacuations.
That leak also was described as posing no danger to the public, though it did prompt an alert, the second lowest of four emergency classifications. Tuesday’s unrelated steam-generator tube leak was not classed as an emergency.
U.S. Rep. Ken Calvert said his office was notified within about three hours of Tuesday’s leak, and while he was satisfied with that response, he, too, questioned the failure of new equipment.
“Obviously there’s something wrong here. They need to get to the bottom of it,” he said.
In 2010, San Onofre completed a $674 million steam-generator upgrade, with two of the behemoths replaced in each reactor.

SG Generators made by Mitsubishi were reported to have defect prior to installation. San Onofre installed anyway. This affects Unit 2 AND 3. Unit 2 is currently in an Outage where ironically, SG Inspection is taking place and they are finding flaws. Unit 3, which experienced a Tube Rupture on January 31, 2012 is now cooling down and preparing for an unplanned Outage.

Unit 2 remains in a safe and stable shutdown condition and the diesel generators continue to supply power to the plant as planned for this type of incident. There was a steam release from the non-nuclear side of the plant with trace amounts of tritium. This type of steam release is used by nuclear power plants to release pressure in order to maintain the plant in a stable condition. Doses to the public from this type of release are significantly below even the most stringent Federal protective limits and, therefore, do not pose a risk to public health and safety.

On January 13, 2012, Wolf Creek Generating Station declared a NOUE at 2:15 p.m. CST following an automatic reactor trip and loss of offsite power that occurred at 2:03 p.m. CST. The failure of a main generator output breaker, followed by an unexplained loss of power to the startup transformer, caused the switchyard to be de-energized, which removed the plant’s connection to the power grid. All safety systems responded as expected, and emergency diesel generators automatically powered safety-related equipment. Wolf Creek terminated the NOUE at 5:09 p.m. on January 13.
San Onofre Nuclear Generating Station Operators Perform Precautionary Shutdown of Reactor Unit
ROSEMEAD, Calif., Jan. 31, 2012 – Southern California Edison (SCE), operator of the San Onofre Nuclear Generating Station, has begun a precautionary shutdown of Unit 3 because sensors installed for this purpose detected a possible leak in one of the unit’s steam generator tubes.
The potential leak poses no imminent danger to the public or plant workers. There has been no release to the atmosphere. San Onofre personnel will evaluate the cause of the leak and the steps required to repair it and resume operations.
Unit 2 is currently offline for a planned maintenance, refueling and technology upgrade outage. Southern California Edison has ample reserve power to meet customer needs while Unit 3 is offline.
The Nuclear Regulatory Commission was immediately informed of this development.
